Greater Change is inviting local authorities across the UK to submit an Expression of Interest for match funding from a total programme fund of £1 million, to deliver personalised budget programmes supporting people experiencing or at risk of homelessness.
Personalised budgets are flexible cash grants designed to remove the specific financial barriers standing between someone and a stable home, from deposits and rent arrears to essential furnishings, identification and employment costs.
In 2025, 85% of people supported by Greater Change either moved into stable accommodation or sustained the home they already had. There is also a strong value-for-money case for personalised budgets. In 2025, the average Greater Change personalised budget was just £1,397, while our impact analysis estimated an average of more than £41,000 in wider public-sector savings for each person supported. These savings demonstrate the potential value created when relatively modest interventions help someone prevent homelessness, move out of homelessness or sustain a stable home.

Match funding available across the programme to support local authorities to deliver personalised budgets that remove barriers preventing people from securing, sustaining or moving into stable housing.

Funding period 1st April 2027 - 31st March 2028
Funding will be provided on a match-funding basis, with applicants expected to set out local investment they will contribute alongside the match-funding from Greater Change.Examples include the Crisis and Resilience Fund.
Greater Change’s contribution is expected to make up between 20% and 50% of the local authority’s own investment, depending on the programme proposed. The final level of Greater Change funding will be confirmed at award stage, following assessment of the EOI and progression to interview stage.
Proposed programmes must align with Greater Change’s person centred ethos, with personalised budgets designed to be genuinely flexible and client led. Clients should be supported by their Support Worker to identify what they need to move forward, with spending decisions shaped by their own priorities and wrap around support rather than a prescribed list of eligible items or rigid criteria, provided the support contributes to preventing homelessness or helping someone secure, sustain or move into stable housing.
EOI is only open to local authorities across the UK.
Applicants should be able to demonstrate the following commitments and delivery capabilities.
Enter into a Service Level Agreement or Grant Agreement with Greater Change by February 2027, with earlier completion strongly encouraged to allow sufficient time for mobilisation ahead of the programme start date of 1 April 2027.
Demonstrate a clear local need and strong referral pathways, such as internal teams or VCSEs and other commissioned service providers
Commit local funding alongside Greater Change’s match funding
Ensure personalised budgets support people to achieve greater housing stability
Have senior leadership and operational support
Demonstrate a person-centred approach
Have frontline teams able to provide ongoing case management
Participate in monitoring, learning and evaluation
Submit by deadline
Following the initial assessment, a number of applicants will be shortlisted and invited to interview.
The interview will allow Greater Change to explore the proposed programme in greater depth, understand how it would operate in practice and clarify any areas of the EOI.
Successful applicants will receive an offer setting out the proposed Greater Change level of match funding and any conditions attached to the award.
Interview attendance: Greater Change expects at least one representative from a frontline council team and/or a VCSE partner making referrals into the programme to attend.
